Select Trone Family Donations

David Trone’s decision to conduct a poll made it known unintentionally that he is thinking about becoming a late entry into the race for the Democratic nomination in the Eighth District. Trone is 60, lives in Potomac. He has voted in every election since 2006 except for the 2010 and 2010 primaries.

Along with his younger brother, Robert, he owns Total Wine, a major retail outlet for alcoholic beverages based in Montgomery County. This successful chain known for its excellent prices operates stores in a variety of states but cannot open one in Montgomery due to limitations placed by the State and the County liquor monopoly.

The Trone family is quite active in giving money to a range of causes and politicians, including many beyond those detailed here. David Trone recently donated $15 million to the ACLU to reduce the prison population and help ex-convicts get jobs:

David Trone, of Potomac, cited Total Wine’s support of the “ban the box” movement — which seeks removal of the criminal-record check box from job applications — as a factor in his gift and an example of what private-sector partners can accomplish.

“Yes, people make mistakes,” he said. “But if they paid the price and now want to build a better life, why should that mistake have to carry with them the rest of their lives?”

Previously, David Trone and his wife, June, have donated over $1 million to the ACLU. June has also contributed to Republicans, including Mitt Romney and the RNC.

Interestingly, on June 9th of last year, Robert Trone made a $2,700 contribution to Kathleen Matthews, who is already running hard for the Democratic nomination in the Eighth.

Game of Trone? David Trone Tests Waters in Eighth District

David Trone of Total Wine is thinking about becoming a late entry into the Eighth Congressional District Democratic primary. Trone has never held or run for elective office previously but is wealthy and could self finance a campaign.

Trone is currently conducting a poll that tests general opinions about candidates as well as the impact of messages regarding Kathleen Matthews and Jamie Raskin. So what is Trone’s game?

Messages Tested about Trone

The positive messages tested about Trone include information that he has never been involved in politics, grew up on a farm and then grew a family business, gave millions to liberal causes, and will self-fund rather than take money from special interests.

Trone’s nascent campaign also tested concerns regarding messages that he has been involved in numerous business and private lawsuits, given money to politicians who could affect his business, and failed to vote several times. Kind of Trone to do the opposition research for his potential opponents.

Messages Tested about Matthews and Raskin

The negative messages tested about Kathleen Matthews are that she said she didn’t know anything about business and was just a PR person for Marriott. Additionally, the poll mentioned that she made the maximum allowed contribution to Missouri Sen. Blunt, who is very anti-choice and tried to remove birth control from Obamacare.

The poll looked at the effect of telling voters that Jamie Raskin once represented Ross Perot and defended Ralph Nader’s participation in the 2000 presidential debate. Additionally, Raskin was characterized as an Annapolis insider endorsed by Mike Miller and the Annapolis establishment.

Analysis

It’s very late to get into the game and build a campaign organization but Trone certainly has the money to conduct a good media campaign. I imagine Trone could also hire a bunch of people to help with the ground campaign but hired door knockers and phone callers are just never nearly as good as volunteers.

Trone appears to want to present himself as a savvy business outsider–the same appeal as Donald Trump only presumably without the outrageous racist baggage. Matthews is currently seen as the candidate with stronger business ties, so his entry might cut more into her potential support.

None of the potential attacks strike me as particularly effective. The attack on Matthews’ business skills strikes me as one that provides her with a major opportunity to come out swinging and plays to her well-honed media skills. I suspect it would rebound on Trone. Why a candidate who has made many campaign donations would want to highlight a single one by Matthews is also a bit of a mystery.

The attack on Raskin for defending debate participation is dated and arcane. Though Mike Miller has been Senate President since the time of James Monroe, I suspect few voters are truly aware of the powers he wields. Among Democrats, the Annapolis establishment hardly inspires terror in any case.

Remember that many Eighth District voters work in Washington and live inside the Beltway, so these attacks may just not resonate here. If this is the worst Trone can conjure up, both Matthews and Raskin have little to fear.

I imagine Trone hopes to be another John Delaney who comes in and sweeps more established candidates aside. The problem is that Matthews is not a long-time politician and Raskin has always run as a progressive change candidate. Kumar Barve and Ana Sol Gutiérrez have ties to voters and their own forms of outsider appeals.

Trone’s money nevertheless gives him the potential to shake up the race. If nothing else, his entry would highlight the issue of liquor control in Montgomery County. Total Wine is based in Montgomery County but cannot open one of its stores here.

Definitely nothing illegal but the optics are not good.

On January 11, Eighth Congressional District Candidate Kathleen Matthews announced support from Comptroller Peter Franchot (see below). The very next day she donated $1000 to Friends of Peter Franchot–the Comptroller’s campaign account (see above).

Obviously, the timing looks bad. It just doesn’t look good to donate $1000 the day after receiving a big endorsement. It’s also very strange because Matthews needs every dollar she can raise for her congressional Democratic primary in April. Franchot doesn’t face another election until 2018.

The donation turns a major endorsement that, as Adam Pagnucco pointed out, Matthews should have touted more into one with an awkward appearance that she should avoid. A surprising outcome all around from a very media-savvy candidate.

All Politics is Local . . . Right?

Today, I’m pleased to present a guest post by Adam Pagnucco.

“All politics is local” according to the famous quote by former U.S. House Speaker Tip O’Neill. Moreover, any occasional viewer of Hardball, the MSNBC politics show featuring his former Chief of Staff Chris Matthews, can probably hear the host’s voice repeating it over and over. In fact, he actually titled an entire chapter of one of his books with that phrase and explored its meaning in detail.

So who would disagree with this hallowed political wisdom? Apparently, none other than Chris Matthews’ wife and current candidate for Congress in District 8, Kathleen Matthews.

Kathleen Matthews is a formidable candidate with many strengths. She has name recognition from her long-time career as a local news anchor that would make most candidates green with envy. She’s great on TV and radio. She’s smart, well-spoken and attractive. She raises all the resources she needs to win. And she is a female candidate running against a group of mostly men, which is a plus in a Democratic primary tilted heavily to female voters.

But her campaign is so generic that it would be equally applicable to someone running in California, Massachusetts or New York.

Check out her issues page and her Facebook page. Almost everything her campaign discusses is a national issue. There’s nothing inherently wrong with talking about national issues.  Congress is a federal institution and deals with national and international matters. Gun control, the environment, education, the Middle East, women’s health and more are all important and she’s right to discuss them

The problem is that there’s almost no locally relevant content to go along with it. It feeds the vibe that her campaign is planned and executed by national-level, D.C.-connected operatives with no understanding of Montgomery, Carroll and Frederick Counties. And this is particularly surprising given the fact that Kathleen Matthews covered local issues as a journalist for twenty-five years.

Want to go local? Here’s how.

1. Metro

It’s impossible to understate the frustration that Metro riders have with WMATA. And how can one miss the drumbeat of local press coverage–assuming that one actually READS local press coverage? Riders want a fix and Members of Congress can play a big role. But Metro is buried in the Environment section of Matthews’ issues page.

Delegate Kumar Barve, one of Matthews’ opponents, gets it. Here is one of his many statements on Facebook about it. “METRO NEEDS TO BE FIXED!” blares Barve, echoing a sentiment with which few CD8 voters would disagree. Freshman Delegate Marc Korman made WMATA arguably his number one issue in 2014 and defeated a better-funded opponent with the Apple Ballot in Bethesda, an area where Matthews needs to do well. (Does any member of Matthews’ campaign staff know what an Apple Ballot is?)

2. Other Transportation Issues

Transportation and education have been the two most important issues in Montgomery County since, well . . .  no one here remembers when they weren’t the Big Two. But Matthews’ issues page has no transportation section. All of the key transportation solutions on the table required big federal bucks: the Purple Line, getting money for the Corridor Cities Transitway, remedying congestion on I-270, dealing with the American Legion Bridge and getting financing for Montgomery County’s proposed bus rapid transit system are all appropriate issues for federal involvement.

3. Immigration

This issue is both national and local and it is another no-show on the Matthews issues page. Many CD8 communities, including Takoma Park, Silver Spring and Wheaton, are filled with first- and second-generation immigrants of many nationalities. Barve and Delegate Ana Sol Gutiérrez are talking about this a lot and most CD8 candidates are addressing it. Is Matthews?

4. Localize National Issues

There are ways to talk about national issues while rooting them firmly in local affairs. Take a look at Senator Jamie Raskin’s issues page. He touches on many of the same matters as Matthews, but he discusses them in Maryland-specific terms while touting his specific accomplishments. Here are two more examples of Raskin discussing education and the environment employing a local frame. Whatever one may think of Raskin, he is definitely running in Maryland!

5. Meet the Neighbors

This is Raskin’s great strength. His campaign has deployed one of the best local field operations in recent memory and openly brags about its success. Raskin’s supporters extend beyond the establishment types (who can sometimes be a mixed blessing) and go down into the ranks of grass-roots activists–the kind of people who provide ground energy for campaigns. Some of his solicitations have so many names on them that even the most diligent reader can’t make it to the end. Does the Matthews campaign have lists of precinct officials, PTA officers, civic association board members and religious leaders to contact? How many of these local leaders have been asked to meet the candidate? Matthews is by many accounts an impressive person capable of making a good impression. How much is that strength being utilized?

6. Know Our History

The Annapolis establishment is mostly with Raskin, and the rest of it is with Barve. That’s not necessarily a problem for Matthews, as there is a certain segment of the electorate that dislikes political “bosses” and they respond well to perhaps her most important supporter, Comptroller Peter Franchot. So what does her campaign do? It lumps in news of Franchot’s endorsement with endorsements by two U.S. Senators with no connection to Maryland as well as former Lieutenant Governor Kathleen Kennedy Townsend.

Anyone with any knowledge of Maryland politics would know that Townsend was responsible for one of the most humiliating defeats in state Democratic Party history, the loss of the Governor’s seat to Republican Bob Ehrlich, and it all began when unknown retired retail clerk Bob Fustero got more than 20% of the vote in the Democratic primary. The Franchot endorsement is a big deal.  It can be used to good effect with fiscally moderate Democrats, especially in Carroll and Frederick Counties, and it can be used to fuel a similar anti-establishment narrative to the one used by now-Congressman John Delaney in 2012. But announcing the Townsend endorsement at the same time sent a signal to anyone acquainted with state politics that Matthews’ campaign has little understanding of our history or current political scene.

One more thing. Where  is former County Executive Doug Duncan?  He may be Matthews’ most prominent local supporter other than Franchot and he has a sizeable following in Montgomery County. He was a key early backer of John Delaney. But he is not mentioned at all on Matthews’ website.

7. Come Out Strong on a Hot Local Issue

Speaking of the Comptroller, he has a knack for latching onto hot local issues that help him build his base. For example, what do air conditioners in Baltimore County Public Schools have to do with the Comptroller’s core duties of tax collection and regulation of alcohol and tobacco? Absolutely nothing. But Franchot and Governor Larry Hogan are using the issue to bedevil a common adversary, Baltimore County Executive Kevin Kamenetz, and are fortifying their support in one of the state’s key jurisdictions.

The counterpart issue in Montgomery County is the county’s notorious liquor monopoly, on which the Comptroller has been a resolute opponent. David Lublin has written of the substantial opportunities available to any politician who dares to challenge the county employee union and call for open competition. Even if you disagree with me on the issue (and I am its organizer), consider three facts:

First, a substantial number of Democrats want the alcohol laws to be reformed. Second, if just one candidate in a multi-candidate race agrees with that position, those voters will flow towards that one candidate and away from the others, creating an advantage. And third, the monopoly’s principal defender, the county employee union, would never endorse Matthews no matter what since there are several other candidates in the field with long pro-labor voting records. So Matthews has nothing to lose and everything to gain. Why not call for Ending the Monopoly and pick up some votes?

Look, folks.  Kathleen Matthews is a top-tier candidate and she could definitely win. But if she doesn’t, this is why: so far, her campaign does not believe that All Politics is Local. Or really, that Any Politics is Local at All.

Gutiérrez In for the Eighth

Armando Trull had the story this morning on WAMU complete with a quote from the Seventh State:

Now state Del. Ana Sol Gutierrez of Montgomery County is looking to take the seat, looking to score another notable first in a career full of them.

“I can bring forth a new voice and a new face, a truly immigrant experience that changes the dialogue and changes the way we are looking at human beings in our society,” she says.

Sol began her political career in 1990 after winning a school board seat in Montgomery County and becoming the first Salvadoran to be elected to office in the United States. In 2002, she followed that up by becoming the first Latina in the Maryland State House capturing Van Hollen’s old seat when he went to Congress.

If Sol wins the primary and general election for the Eighth District, she would become the first Latina and first Salvadoran to represent Maryland in Congress. But that may be a tough hat trick, says David Lublin, a political science professor at American University.

“She clearly has name recognition within District 18, which she represents. There’s a difference between getting one in three votes for the House of Delegates, which is where she’s been for a long time at this point, and a vote for Congress,” she says.

Like the other candidates, Gutiérrez will need to raise substantial amounts of money and campaign hard in order to have a real shot at the race. This would represent a change from recent campaigns. In 2014, she raised under $13,000 for her reelection bid to the House of Delegates even as she cruised to a second place primary finish behind Jeff Waldstreicher. She came in first in 2010.

CD8 Target Demographics

Today, 7S continues to look at the demographic composition of the electorates in open congressional districts with the Eighth District. The first table shows the share registered Democrats in CD 8 broken down by (1) race and gender, (2) race and age cohort, and (3) gender and age cohort:

Close examination of the data reveals substantial differences between the makeup of the potential electorate of registered Democrats and likely voters, defined here as those who have voted in two of the last four primaries.

While whites compose 66.1% of registered Democrats, they form 77.4% of two-time primary voters. In contrast, African Americans are 18.3 of registered voters but only 14.3% of two-time primary voters. The drop off in Latino turnout is even higher–from 8.2% registered to 4.6% two-time participants. The share of Middle Eastern voters also falls from 2.0% to 1.0%.

Gender and Age

Women comprise 58.7% of registered Democrats but 59.6% of Democrats who voted in two of the last four primaries. Expect candidates to focus especially on messages that hold greater appeal among this key Democratic demographic.

There are vast differences in participation by age cohort. People who are 60 and older are just 32.8% of registered Democrats but 55.9% of likely voters. On the other hand, voters who are 40 and younger are 32.5% of the registered Democrats in CD 8 but only 7.9% of likely voters.

Put the two together and it becomes crystal clear that older women are a central demographic. They may form just 30.5% of registered Democrats but are 47.0% of likely voters. The age distribution of Black and Latino voters skews young, so this key group of older women will be disproportionately white.

Jewish Voters

The data I possess here do not give religious affiliation, though data bases exist that can estimate the Jewish share of the electorate based on surnames as well buying lists that indicate religious background (e.g. subscribers to Washington Jewish Week).

One 2003 survey estimated that 113,000 Jews lived in Montgomery County with 78% living in lower Montgomery County, which is almost entirely within the Eighth. The number of people living in Jewish households (i.e. including non-Jewish members) was higher at 133,000 with 77% in the lower County.

The total population of Montgomery at that time was around 915,000, so Jews formed around 12% of the population with people living in Jewish households composing close to 15% of the population. Of course, different surveys with alternative methodologies could well produce other results.

The Jewish population is heavily Democratic. Moreover, Jews skew older than other groups, and are more likely to both be registered and turn out to vote. But they will not necessarily support Jewish candidates. While Ben Cardin did very well again Kweisi Mfume in 2006, Ike Leggett carried many of the most heavily Jewish areas of the County when running against Steve Silverman that same year.

CD8: Where are the Voters?

Building on Adam Pagnucco’s analysis from yesterday, I thought it would be great to delve into voter turnout in past Democratic primaries within the Eighth Congressional District. My gratitude to the reader who provided me with this extremely interesting registration and turnout data.

Registered Democrats by State Legislative District

So where do registered Democrats live and which ones are more likely to vote? The first table shows the current number of registered Democrats along with past primary turnout broken down by state legislative district. Note that the data include only the portion of state legislative districts within CD 8.

D16 holds 19.8% of registered Democrats and an even higher share of actual voters. In Democratic primaries from 2008 through 2014, D16 residents formed at least 21.0% and as much as 22.2% of voters. D16 is the most highly educated district in Maryland–and quite possibly the country–and studies show that education is more strongly related to voter turnout than any other factor. These numbers should encourage Del. Ariana Kelly.

In contrast, these numbers are less favorable to Sen. Jamie Raskin (D-20). Though D20 is chock-a-block with registered Democrats, not all of D20 is in CD8. As a result, D20 is home to just 16.9% of registered Democrats in the Eighth, probably less than many expect though still high.

Moreover, turnout within the D20 portions of CD8 is erratic. In 2014, D20 Democrats voted at a relatively high rate in the primary and constituted 17.6% of CD 8 Democratic primary voters. But their share in the district never exceeded 15.8% in the Democratic party primaries held from 2008 through 2012.

The second biggest stronghold of potential Democratic primary voters in CD 8 is D18, as it is home to 18.8% of all of registered Democrats. Turnout effects are smaller than in D16 or D20 with the share of D18 Democrats among all of the Eighth’s primary voters ranging from just 18.2% to 19.6%.

Del. Kumar Barve (D-17) suffers not only from the split in his district between the Sixth and Eighth Congressional Districts but the relative paucity of Democrats. Barve currently represents just 8.5% of the Eighth’s registered Democrats. They also tend to under perform on primary day, as their share of CD 8 voters ranged from 7.7% to 8.2% in the past four Democratic primaries.

Finally, it is worth noting that 17.9% of registered Democrats living in the Eighth don’t live in Montgomery County, so candidates will want to spend time and advertise in these areas. Fortunately for candidates, only around 8% of registered Democrats live in Carroll County, located in the Baltimore media market.

The rest live in the very expensive Washington media market where the vast majority of viewers are not registered Democrats living in the Eighth District. Less pricey social media will be extremely popular this year. But candidates cannot forget traditional media, as the primary electorate skews very old.

Registered Democrats by State Legislative and County Council Districts

The second table breaks down the share of registered Democrats by state legislative district and county council district:

Montgomery Councilmember Roger Berliner (D-1) represents 26.9% of CD 8’s Democrats but he has declined to enter the race. However, Montgomery County District 5 holds 22.5% of registered Democrats in the Eighth–a higher share than any state legislative district. Rumored congressional candidate and former Councilmember Valerie Ervin represented a slightly differently configured version of District 5.

At-Large Montgomery Councilmember Nancy Floreen has publicly mused about a run for Congress. She represents 81.8% of registered Democrats in CD 8, an overlap that any other of the rumored candidates would envy. But, as Adam pointed out, she has only run in the multimember at-large district, so the congressional race would be a different. Nevertheless, Floreen likely starts with higher name recognition than other candidates.

Likely Voters by State Legislative and County Council Districts

The final table breaks down the share of Democrats who voted in at least two of the past four primaries by state legislative district and county council district:

Interestingly, this table reveals that D16 holds more people who are likely to vote in the primary than Council District 5. The high rates of turnout among D16 residents would bring Del. Kelly to parity with former Councilmember Ervin in terms of likely voters previously represented even though Ervin represented far more people.

Turnout only accentuates the Montgomery tilt of CD 8, as it is home to 82.5% of people who voted in at least one-half of the past four primaries. Among the remainder, 10.1% live in Frederick County as compared to 7.4% in Carroll County.

Based on this table, the most desirable pieces of real estate to have represented before in terms of Democratic primary turnout are:

2. Montgomery County Council District 1
3. State Legislative District 16 (Kelly)
4. Montgomery County Council District 5 (Ervin)
5. State Legislative District 18
6. Montgomery County Council District 4
7. State Legislative District 20 (Raskin)
8. Montgomery County Council District 3
9. State Legislative District 19
10. Frederick County
11. State Legislative District 4
12. State Legislative District 17 (Barve)

Still, as Adam points out, all candidates have a lot of work to do to get known to most voters. Floreen and Kelly, who represent the most voters, have run only in multi-candidate contests. Other candidates have good bases but have run only in lower visibility races and in a portion of CD 8.

The keys to a good campaign remain the same: message, money, volunteers, and organization. Candidates need to have a message to sell to voters. They need money to pay for media to get it across and volunteers to spread the word and help canvass. But none of it matters if the candidate cannot run a a good strategic campaign.

CD8 is Wide Open

Long-time District 8 Congressman Chris Van Hollen is now running for the U.S. Senate. Who will succeed him? No one knows because this race is wide open. That’s right, wide open.

Announced or potential candidates include At-Large Councilmembers Nancy Floreen and Hans Riemer, District 20 State Senator Jamie Raskin, District 17 Delegate Kumar Barve, District 16 Delegate Ariana Kelly, former District 5 County Council Member Valerie Ervin, former District 20 Delegate candidate Will Jawando and former WJLA anchor and current Marriott executive Kathleen Matthews. All except Matthews have campaign records. None have run campaigns that approach anything close to the scale of a congressional race.

Consider the following data.

CD8 Comparison

Campaign Spending

In the CD8 2002 primary, Chris Van Hollen spent $1.1 million and won. Mark Shriver spent $2.6 million and lost. None of the prospective candidates in the current CD8 have demonstrated that kind of monetary capacity. Raskin, Riemer and Floreen spent between 200k and 300k on their competitive races. Barve came close to that level in 2014. Ervin has never spent more than 100k in a campaign. All of these candidates would need to dramatically increase their fundraising activity and it’s hard to see that any one has a significant advantage over the others. Matthews, who may be able to draw on self-financing, national Dem money and corporate money, may be an exception.

Size of Electorate

It’s tricky to forecast the size of the CD8 Dem primary electorate because the district was changed radically in 2012 and it does not have a recent experience of primary competition. Van Hollen faced no-names in both the 2012 and 2014 primary and general elections. In the 2002 primary, when the district was almost entirely in MoCo, 86,000 Dems voted. That was a high turnout year for Dems in terms of gubernatorial elections, but 2016 is a presidential year and many more Dems could turn out. In 2012, a presidential year, just 39,000 Dems voted in the primary, as Van Hollen clobbered an opponent without a federal account and there was no meaningful competition in the Presidential and U.S. Senate races. A combination of competition in the U.S. Senate and CD8 races, plus support for Hillary Clinton, could drive turnout in the 2016 CD8 Dem primary north of 100,000.

Among the possible candidates in the CD8 primary, only Nancy Floreen and Hans Riemer have experience running in an electorate that large. State legislative races tend to draw out 7,000-16,000 Democratic primary voters. But Floreen and Riemer don’t necessarily have an advantage because their races are fundamentally different from congressional contests (more below).

Multiple-Vote vs One-Vote Races

A congressional race has one similarity to a State Senate race: voters only get to vote for one candidate. In House of Delegates races (at least in MoCo), voters can vote for up to three candidates. In Council At-Large races, they can vote for up to four. These are very different dynamics.

In a multiple-vote race, a candidate can be no one’s first choice, but can be the second or third choice of a lot of people and still win. Such a candidate would do poorly in a one-vote race like Congress. Even though Floreen and Riemer have won countywide, many of their voters are not voting for them. In 2010, 113,653 MoCo Democrats voted in the primary. Riemer received 40,493 votes (36%) and Floreen received 39,500 (35%). In 2014, 91,046 MoCo Democrats voted in the primary, which was notably less competitive than it was in 2010. Riemer received 49,932 votes (55%) and Floreen received 52,924 votes (58%). The number of voters who would rate either Riemer or Floreen as their first choice would be FAR fewer and would be closer to the total of one of the State Senators.

For what it’s worth, Floreen finished first in 32 of the 138 CD8 precincts located in Montgomery County in 2014. Riemer finished first in 11. At-Large Council Member Marc Elrich, who finished first in 90 CD8 precincts, has shown no interest in a Congressional race.

Delegates have similar problems. Barve and Kelly finished first in their respective House races, but the number of their voters who would have picked them as a first choice is unknowable short of a contemporaneous poll.

District Overlap

State legislators do not enter this race on equal footing. District boundaries and voting patterns give some an advantage over others. Delegate Ariana Kelly benefits from the fact that her district has more actual primary voters in CD8 than any other MoCo state legislative district. In terms of cards cast on 2014 primary election day by residents of CD8, Kelly’s District 16 led with 14,114, followed by District 18 (12, 072), District 20, home of Senator Jamie Raskin and Will Jawando (9,331), District 19 (6,948), District 17, home of Delegate Kumar Barve (4,929), District 14 (3,302) and District 15 (442). Barve is handicapped by the fact that 42% of voters in his district reside in CD6, not CD8.

Women

Fifty-nine percent of MoCo Democrats are women. That figure applies to registered Dems, voting Dems and “super-Dems,” or Dems who always vote. This is not necessarily a prohibitive advantage for female candidates. But if one or two strong women face off against a male-dominated field, it’s possible that this factor could act as something like a tiebreaker. A savvy female candidate might point out that with U.S. Senator Barbara Mikulski’s retirement and Rep. Donna Edwards’ entry into the Senate race, the state could be facing the very real prospect of an all-male congressional delegation.

Presidential Year vs. Gubernatorial Year Turnout

Presidential year Democratic primaries tend to attract higher turnout than gubernatorial year Dem primaries. Below are stats on how many MoCo Dems voted in the primary over the last six elections (both presidential and gubernatorial). With the glaring exception of 2012, when there was little or no competition in the presidential, U.S. Senate and CD8 races, presidential year turnouts tend to be higher. That means in a presidential year CD8 race, there will be tens of thousands of Democratic voters who have not voted in gubernatorial races and do not know their state senators, delegates or councilmembers. Communicating with these people will be a significant challenge for any candidate. Also, anywhere from a sixth to a fifth of the CD8 primary electorate will be residents of Carroll and Frederick Counties.

Bottom Line

There are no favorites in this field. No candidate has proven that he or she can raise the money for a congressional campaign. The at-large County Council candidates run across a big geography but not in one-vote races. State legislators have small districts (at least compared to CD8) and delegates run in multiple-vote elections. Tens of thousands of non-gubernatorial and non-MoCo voters will have no idea who any of the candidates are and they will need some attention.
